Luxembourg ranks 18th on Mercer’s 2019 Quality of Living City Ranking. Vienna tops the ranking, closely followed by Zurich.

This year, Mercer has also produced a separate ranking on personal safety, an important factor when companies decide where to establish locations abroad and send expatriate workers. The criteria evaluated to establish the ranking include internal stability, crime, law enforcement, limitation on personal freedom and media/censorship. Luxembourg is named as the safest city in the world.
